Manage Options isn’t working at all

I’m really unsure what to do with this anymore. Using Magento EE 2.3.4, and I am unable to add or reorder product attributes option. Specifically, this is a color attribute, and I can’t add additional colors under “Manage Options (Values of your Attribute).

My max_input_vars is set at 19500. Nothing works. I have checked in the database and there is nothing new added, although Magento gives me a message box saying it did save. And to really confound things, I have checked the logs and there aren’t any error messages.

I’ve ran out of ideas, so any help is appreciated.
